Meet Our Leaders

  • Michelle DeQuoy

    Founder & CEO

    Michelle, RDQ’s dynamic CEO, holds a B.S. in Management, earned in 2011. In 2018, she founded RDQ, a women-owned business specializing in delivering utility projects.

    Starting from her home in Breckenridge, she quickly expanded the business to San Diego following a major owner's engineering contract. Michelle is actively involved in business development, project tracking, and compliance. She also oversees company culture and strategic growth, ensuring a thriving and innovative environment. Her leadership continues to propel our mission of excellence and sustainability in the energy sector.

  • Jim Russell, P.E.

    Vice President of Engineering

    Jim Russell, RDQ’s VP of Engineering, began his career in 2008 after earning a B.S. in Civil Engineering. Before partnering with Michelle to start RDQ, Jim worked for several engineering consultancies, gaining extensive experience in the field.

    Over the past fifteen years, Jim has worked on a wide variety of overhead transmission projects as a consultant and utility engineer. He has executed projects in California, Texas, Pennsylvania, Illinois, Indiana, Hawaii, Colorado, and British Columbia.

    Jim is also known for his expertise in industry-standard software, including PLS-CADD, PLS-Pole, PLS-Tower, and MFAD. He has conducted PLS and Transmission Line Design training seminars for clients.

  • Hannah Townsand

    Director of People

    Hannah Townsand, RDQ’s Director of People, began her career in technical recruitment in 2016 after spending three years in manufacturing recruitment. Specializing in placing civil, mechanical, and electrical engineers within power delivery projects, Hannah brings a wealth of expertise to RDQ.

    At RDQ, Hannah oversees Human Resources including talent retention, marketing, compliance, and business development, ensuring that our team remains strong and dynamic.

    Hannah holds a B.A. in Government and Political Affairs, which complements her strategic approach to managing and developing our most valuable resource—our people.

  • Bryce DeQuoy

    Vice President of Risk

    Bryce DeQuoy, RDQ’s VP of Risk, began his career in 2009 after earning a B.S. in Civil Engineering. With 15 years of experience in the design-build utility industry, Bryce has a diverse background in project engineering, project management, procurement, asset management, and wildfire risk analysis.

    His deep knowledge of transmission line project lifecycles, combined with a comprehensive understanding of G.O. 95, provides a unique perspective on project delivery. Bryce has authored both a PLS-CADD specification for a major client and an ASCE publication comparing regulatory compliance to wildfire risk in California.

    Bryce’s expertise and commitment to excellence make him a valuable leader in ensuring the success and safety of our projects.
